Did not get replacement debit card

I've had the PayPal prepaid debit card for 7 or more years now, and I generally get a replacement when the old card expires.  However, due to my being moved, and confusion to the mailing address, I haven't recieved my replacement.

 

I'm getting the emails telling me to activate my card so I can use it, but I have nothing to activate.  I've been trying to find an answer to this problem for a while now.  Does anyone have a direction they can point me?

Hello. This message is actually for your old post about setting up a bank account. Did you ever figure out a way to set up a bank account somewhere with paypal or any other method that doesn't invlolve already needing to have an initial bank account? Any info would be appreciated. Thanks.
