withdrawal error: sorry we're not able to process your request

PayPal has always worked just fine in the past until yesterday when I kept receiving the error "Sorry we're unable to process your request" when I tried to withdraw money to my connected bank account. It's always worked in the past with Euros but this transaction was in USD, so I converted the money to Euros, paid a big fee, and still got the same error. Then I tried to send it back to the payee to have them pay me another way, but got the same error when I tried to send the money. Any ideas?
