Is there a transfer delay today?I have not received a transfer that was done over 10 hours ago.Why is this?

According to the system status site - there does not appear to be any issues.   (Times can vary depending on your banks processing schedules assuming this is a bank transfer.)

the transfer is from iwriter to my paypal account.why does it take 20 hours and it is indicated 'instant',meaning from paypal to paypal
