resolution center problem

I am trying to respond to resolution center action for this transaction: claim PP-D-8285951 transaction ID 41U7202196753263R and when I hit the "respond" button, I get a message that says "Sorry — your last action could not be completed". They have denied this claim stating that the seller proved to you that the item has been delivered. THAT IS A LIE! I have received nothing. I have told you several times through feedbacck (no other way to respond) that they are using phony shipping claims that simply are not true. Kindly give me a way to speak to customer service as soon as possible. I want my money back NOW. I have complained continuously about the phony shipping statement but nobody is listening, Reopen this case now.
