I'm sorry to hear about the trouble with your refund. It sounds like you're trying to withdraw funds from your PayPal balance that you received as a refund. Is this correct?
If so, we sometimes refund withdrawals due to risk after a security check. We apologize for the inconvenience, but this is a standard check that all payments and withdrawals go through in order to complete. You can attempt the withdrawal again to the card, or try a different source, such as a different debit card or a bank.
