Can I use the money I have in my paypal credit account to send a refund a transaction on ebay?
Refunds will be taken from your PayPal funds; a reverse of how you received the funds.
PayPal Credit is not a cash account; it is a credit account so there are not funds there to withdraw. You cannot borrow money for refunds.
