"Unable to process your request right now" while transferring funds to verified bank account

I have a new paypal account and I've verified my account, my bank, my card etc. My money was received (40.00) and I've been trying to transfer it into my account on file (as well as my card on file) Is there a reason for this? So far I haven't been able to find any resolution or responses on this subject.

I ended up calling customer support and they looked over my account. It showed as there being a security feature locking me out of being able to make transfers/withdraws. However, he could not pinpoint as to why they were on there (there was no explanation from where he was looking) He then asked me a series of security verification questions to try and bypass the hold. 

He said it looked like it was removed and to try again to transfer in 5-10 minutes and also stated that it may not have worked- and that if it didn't, the security couldn't attempt to be bypassed again for 72 hours on customer service's end. 

I tried again and it worked (by worked I mean it didn't give me that error code- it said that the transfer could take 3-5 business days) 

but then when I checked back it said 1 business day (as long as you transfer before 7pm eastern time. 

It now shows the withdraw as "pending"

they told me to register credit card by email, but also failed. then they never reply anymore, hiding with our money!
