pay after delivery refuses to work

I received the email a couple months ago about PAD and followed the directions to activate it and set it as my preferred payment method. Everything looks as it should on my paypal account to use it but it has never given me the option during checkout to use it. I have attempted to use it for purchases on Victorias Secret and a few other websites that accept paypal. Can anyone give me suggestions so i may avoid calling paypal customer service if possible?

I had this problem this morning and I fixed it pretty easily.

 

1. Open your paypal account and go to "Settings"

2. Click "Payments"

3. Click "Pause Pay After Delivery"

4. Click "Pause Pay After Delivery" again.

5. Click "Activate Pay After Deliver"

6. Try to purchase an item and hopefully you can switch the payment method to Pay after deliver.

I used it at one place that let me use pad but nowhere else! Why is this? Please help

Nothing to do with the merchant, they don't even know that you are using it. No seller would send an item before being paid.

PAD is offered by paypal and is dependent on their cash flow as to whether its offered or not.
