As there can be various reasons and it's not possible look at account setups via this public volunteer community forum, all we can do is guess. Holds can be for random transaction security reviews or there's an question about the sender's account or one of the accounts involved with the transaction has an open dispute or history of refunds and/or claims or there's an issue with the sender's funding source.
