do my customers have to have a paypal account when they pay me on my online store AND if not why some of them say that paypal ask them to enter there email and password to be eligible for paypal protection EVEN that they dont have an account with paypal and they just trying to pay me through there normal credit card number ;

There are a few reports of this occurring.  The latest scuttlebutt is that PayPal has temporarily disabled it but you can call PayPal customer service to have it enabled with tech support.

yes you may need to contact  CS to have that enabled

Explain that your customers could not pay as guest and you need the option to be available to your customers.  There was a recent  post where someone did just that and tech support fixed it.  You can make a tech support ticket here: https://www.paypal-techsupport.com/app/ask
