You paid with PayPal funded by your bank. Of course PayPal will attempt to take funds from your bank. If the first attempt fails, then PayPal will make a second attempt. Your bank will likely charge about $30 NSF fee for each. You make the purchase and payment; it is your responsbility to make sure funds are available.
If both attempts fail the transaction may also fail. On the other hand, if you have a credit card for backup funding, funds could be taken from that.
The wired funds are not linked to the transction and you have no claim for dispute if item is not received.
