The seller is insisting that I go to PayPal and indicate that I have received merch that I purchased on Ebay. I have left Ebay feedback, but I can find no way to indicate that I have received merch on PayPal. The seller is in South Africa. Does she have different requirements there?

The seller is required to use tracking to show delivery.  When tracking shows delivery, PayPal will be satisfied.

You have no responsibility to notify seller of receipt.

If the select chose to not pay for tracking, that's the seller's problem, not your problem.
