I placed a funds transfer earlier today from checking to Paypal but am not able to send a payment to a private party's Paypal account. There are notices on the website that you don't need to have a positive balance to send payment. This is only $160 so why is my payment being denied?

Have your transfered funds cleared through to your paypal balance?
Do you have a back up bank account or credit card linked to your paypal account as well?

don't think funds have cleared, and I do have a credit card attached. But what about the "you can pay without funds being in your account.." PayPal comment found throughout the website?

Well yes you can pay without funds in your paypal balance quite easily.
As a buyer I never have funds in my paypal balance, all my payments to sellers come directly from my credit card that is linked to my paypal account.
Advice is voluntary.
