can i use paypal to buy a car from a private party using paypal? i have a low balance airline miles credit card that i want to use.

Yes, you can buy a car however, one thing to keep in mind - you don't have Buyer Protection as outlined in the User Agreement. 

Here's a snippet from the Buyer Protection section:

Ineligible items and transactions under PayPal’s Purchase Protection program

Payments for the following are not eligible for reimbursement under PayPal Purchase Protection:

• Vehicles, including, but not limited to, motor vehicles, motorcycles, caravans, aircraft and boats.
