I was recently issued a partial refund from ebay to my paypal account for $20. The money had been in there a few days when I made another purchase. Instead of taking away from the $20 balance, the money was instead withdrawn from my bank account. In the past when I have had money in my paypal account, any purchases were deducted from my paypal account first, then the remainder came from my bank account. What has changed?
