I have same problem.
They said that my internet was not sure so I changed it and nothing yet...
It has been more than 7 days... I am worry for that..!!!

The error message referenced in this thread is a generic error that may have many different causes. As mentioned earlier in the thread, one potential cause is that the PayPal security system could be blocking a transfer if it detects a higher level of risk. In other cases it may happen with certain card issuers as PayPal is not compatible with all banks.
I must reiterate the advice to contact PayPal support directly if there are any account specific questions or concerns.
Customer service responded to one of us and said:
"I hope all is well with you today. I apologize for you’re unable
to withdraw the funds. I'm glad to help you out.
We are already aware of this issue and I sincerely regret the
inconvenience it has caused you. This concern has been
escalated already and our technicians are already working
to resolve this matter."
So is PayPal aware of a major problem with the transcations or no?
