Could be a whole host of reasons. Including accounts having withdraw and daily limits and the limits depend on which country you open the account. Should you need a reason specific to your account, contact PayPal customer service, as we cannot access people's account in the user forums:

For US unverified accounts, there is an initial withdraw limit that PayPal does not openly disclose, but to lift withdraw limits, you need to add a bank, card and/or tax ID number. You can view your withdraw limits if any by clicking "See how much I can spend with PayPal" under "More about your account" section on the Summary page.
