Why won't Ebay allow me to pay for orders with my PAYPAL DEBIT MASTERCARD?

I have a PAYPAL DEBIT MASTERCARD that I push disposable dollars to and am trying to use it to pay for Ebay orders,  but I get turned down at checkout. Any ideas
