Why does Paypal not allow us to block users with previous chargebacks/reversals?

I would like to start by saying that I am extremely dissatisfied with my experience on Paypal solely because of the amount of fraudulent reversals I receive as a seller. I am not covered under Seller Protection as my services are intangible and I understand that Paypal has no control over this or the financial insitutions but there is an easy solution to this dilemma that I hope has been considered. As a seller I would like the ability to block service to customers who have had either a percent of payments reversed or any reversals on their account. Even an extreme exclusion such as this would be profit considering each and every payment, no matter how small, costs me $20 regardless of my choice to dispute and the cost adds up quickly.
