Who do I contact to submit a claim against a Customer Service Manager?

Paypal used the wrong bank account on 2 occasions, it created an overdraft in the my secondary bank account twice.  Customer service offered me a credit and the manager decided to make it smaller, while having attitude. 

The paypal staff had admitted that it had been a mistake and even gave me a partial credit, but still didn't cover the full fee that the mistake provoked. 

 

Who can I contact in a higher role than the customer service manager.

Needless to say that he needs to improve his customer service skills.

To be completely honest with you, it wont matter who you complain to.  Nothing will be done. Nothing.
