What Does This Mean???

I do not know how to resolve this issue and it has been there for a while.

Any help is greatly appreciated.

Normally it means that you had a paypal account in the past that you have forgotten about or no longer use and that account has a negative balance for eg on it that needs resolving.

Your best bet is to contact customer services if you can't log in to that old account and see if you can sort things.
