Unable to withdraw/send money

Hi everyone, I've been having difficulties sending/withdrawing money for a month now and I have not gotten an appropriate response that would rectify the issue.  When I send money it says that there is a problem with my account and it redirects me to go the resolution. When I go to the resolution center it says that we're unable to file a case on this transaction. I have sent emails and initiated chats numerous times for the past weeks but I haven't received a single email and I only got copy-pasted responses through chats which don't offer an absolute solution and I think was worse than not getting any response. I would deeply appreciate if someone can offer me a concrete solution to solve this problem. Thanks in advanced.
