Trying to link card, keep getting same message.

I followed the instructions to add a card to my account, but it said the card could only be linked to one account. So, following the troubleshoot instructions for this, I removed my old one and tried again, but the message appeared again. I checked just in case it was all ready linked, but nothing is.
