Trouble Removing an email

Hello,

 

I have had a incorrect email for some time associated with my paypal, I have recently changed this.  I have updated the email, confirmed the correct one, and made the new email primary.   Now when I goto remove the incorrect email it gives me the error "You can only close your PayPal account after transferring all available balance to your bank account. If you do not have a bank account, use your balance to make a purchase or make a payment. After zeroing your balance, try closing your account again."  But my account has a zero balance.  Is there a way to fix this?  I'm just looking to close an email, not the entire account.
