Hello, I spoke to a Paypal representative and they told me that I can transfer money from my Papal Prepaid card to another payapl user. I am expecting a tax refund on March 5th and I need to know what is the best way to make sure I am to pay another person what they are owed from my Prepaid account. Thank you!
