They took money but did not ship the goods, I can not create a dispute

paid the goods for store.hifiman.com order 100008718 (Weiping <removed>) the seller did not respond and I created a dispute, the seller answered the mail and I closed the dispute, paypal thawed the money and sent it to the seller, I called paypal russia and they confirmed that I have no refunds in my account. the seller tries to prove that he has no money and does not want to send paid products.

Sorry to hear that the dispute was closed before the issue was confirmed to be resolved. Once a dispute is closed, it can't be re-opened. I know that's not the outcome you were hoping for and I apologize.
