PayPal says "You can send to almost anyone, even if they don't have a PayPal account." but when I try to send to someone using a gmail address, I get the error shwon in the Title. What's up?

Hi,
I received the same message today.
Merchant is in Poland, payment in USD.
He prefers paypal due to exorbitant bank fees charges.
I'm not sure if it's due to policy acceptance or else cos he's a frequent Paypal user. I already asked him to get in touch with Paypal.
Anything else I can do on my part?

Check your block payment settings in your seller preferences. Allow payments initiated by the send money tab and accept duplicate invoice number payments.. It's a long shot though because their first option in those settings are not working properly for me these days.
