Trying to send myself a check but, it keeps giving me, "Sorry, we’re not able to process your request. Please try again later." Should I just try again later or would it be for naught? Is this common? Is this determined on the day of week? I have never had this issue before?

Well, I don't know if it's a bug with the new layout or not... But, after a bit of digging I found the old directory to withdraw funds from. Did everything and it worked! If anyone else is having issues, use this link! https://www.paypal.com/wdfunds

Is there money in your Paypal account?????which is not withheld and there is no case open in resolution center.
