Seller told me to cancel dispute so that he can refund me. Is this a scam?

Ok, so around 2 weeks ago I purchased an online currency for $60 from a guy on discord.
He sent me his paypal email and I sent the $60 through the gift to friends and family option.
After I sent the money, the guy did not give me the online currency so set up a dispute for unautorized purchase because it was the only option.
The guy messaged me on discord to cancel the dispute so that he could refund me; however, after I canceled the dispute, he did not refund me.
I called paypal and they changed my dispute to refund not received with details saying that I did not receive the item.
Somehow, the guy won the dispute so I put the dispute back up.
He contacted me today asking me to cancel the dispute again because he cant refund.
I want to know if he really cant send the money back while under a dispute.
