I have been trying to reach the seller for a refund and they do not answer my emails

If the seller is unresponsive, the best thing to do is file a dispute, selecting the proper reason for the dispute. If the seller is still unresponsive, escalate it to a claim and let PayPal get involved. Be sure to provide documents.
