Is a seller permitted to refund a payment after an eBay auction is over when he determines he made a mistake in the S&H charges and after not being happy with the winning bid (which was the minimum bid) 4 days after payment was made?
According to PayPal practices a seller and cancel and refund for any reason at all. You can't force a seller to accept your payment if the seller refunds all.
You'll need to check if eBay has such policies or implications.
