Hmm... Have you tried contacting PayPal's technical support? If not, then all I can say is to contact them either by phone at https://www.paypal.com/selfhelp/contact/call or by email at https://www.paypal.com/selfhelp/contact/email.

I ended up calling customer support and they looked over my account. It showed as there being a security feature locking me out of being able to make transfers/withdraws. However, he could not pinpoint as to why they were on there (there was no explanation from where he was looking) He then asked me a series of security verification questions to try and bypass the hold. 

He said it looked like it was removed and to try again to transfer in 5-10 minutes and also stated that it may not have worked- and that if it didn't, the security couldn't attempt to be bypassed again for 72 hours on customer service's end. 

I tried again and it worked (by worked I mean it didn't give me that error code- it said that the transfer could take 3-5 business days) 

but then when I checked back it said 1 business day (as long as you transfer before 7pm eastern time. 

It now shows the withdraw as "pending"

Huh. I do see what you're talking about. The information at https://www.paypal.com/us/selfhelp/article/how-long-do-bank-transfers-take-faq1022#personal says that bank transfers takes 1 business day while the information at https://www.paypal.com/us/selfhelp/article/how-long-does-it-take-to-transfer-money-from-a-u.s.-bank-... says that transfers take 3-5 business days. I wonder what's going on?

I do wonder if the 1 business day transfer time is for the Instant Transfer while the 3-5 business day transfer time is for the regular transfer.

Hi @Sc25 and @Kaileecee1! Here's what I found out: The 3-5 business days is for adding funds to your account while withdrawing funds from your account, on PayPal's side, is 1 business day. Was the withdraw able to go through?

I figured out that it won't let me transfer at night but it will during the day time

So frustrating. I'm getting this now too. Card and bank both verified. 25+ minute wait for help. Had to disconnect. Should I expect this time day thing to apply to weekends as well (the entire days, I mean) since they are not common business days?
