I figured out that it won't let me transfer at night but it will during the day time

Unfortunately my 40.00 withdraw/ transfer had been pending since I first spoke to support on Tuesday, February 13th at 11:45am.
On Thursday, February 15th I called support again, just to see if I could find any information on an ETA of the funds. The agent did inform me that it can take up to 1-3 business days to pend and post as completed. His personal estimated date was Feb 19th (today) however I knew that wasn't possible since it was a federal holiday.
After I spoke to support on the 15th, I then called my bank account's support line. I asked them if they showed anything as pending, or if there was anything that they could tell me on their end. They informed me that any incoming transactions that are transferred or deposited into their member's accounts are instantaneous and they post immediately.
On Saturday, February 17th the withdraw/ transfer was posted on my PayPal and marked as "Completed" however the account that was meant to receive the 40.00 was not showing any balance, nor was it showing any incoming transactions as "Pending."
I'm betting that it will be in my account tomorrow morning. Finally.
I just didn't realize that this process was going to be so lengthy and require so much patience.

I'm not sure why it would come up with this error message only at night.
I do know that if you make transfers or withdraws after 7pm EST it does add 1-5 days to the time it takes to pend.

Maybe its better that you didn't do it that night, because it looks as though if transferred after 7pm on a Friday- Sunday, it will take (at least) 3 days to post.

What kind of card are you transferring to? If it's PayPal's Prepaid Card, then it might be because you still need to activate it to get full access and use of the card - partial access and use of the card only happens to cards purchased in a store. Otherwise, the card won't be able to be used at all. Until your card is activated, your card has limited use. For more information on your limits, go to PayPal.com/Prepaid -> look for "FAQ" towards the bottom of the page and click on it -> look for "How do I activate my PayPal Prepaid MasterCard?" that's within the first set of questions and your card limitation information will be under that question when you click on that same question.
To activate it, PayPal will collect, may or may not be required, your first name and last name, a verifiable physical U.S. street address (no P.O. Boxes), date of birth, home phone number, e-mail address, and Social Security number. You will need to go to PayPal.com/Prepaid and click on "Activate your Card Account here." On the next page, you will be required to follow the steps that the page provides. Another way to activate your card is to call their 24-hour toll-free automated phone system at (866) 753-6440.
