Returned item - never received exchange

Had never made an eBay exchange before. Contacted seller, they gave me address to ship. I did within 30 day time frame, but did not do it through eBay exchange (which I was unaware of). I have proof of seller's receipt and email acknowledging same. Despite repeated requests, seller has given me the run around and will not send either the item or refund. When I tried to file a dispute with eBay or PayPal, I get message it's outside the 30 day time limit, which it was not when I returned the $200.00 item. It's there anything I can do? I paid with PayPal credit.
