Replacement in-store card not issued

My Paypal in-store card expired, and I never received a replacement. Is there a way to complain about this to PayPal without actually calling them? I hate calling people. It's so inconvenient to interact with a large company like PayPal...

Perhaps you no longer qualify for the card.
If you want help you will have to make some phone calls. Start with the number on the back of the card. If that doesn't work then phone PayPal customer service. If that doesn't work, make another phone call and repeat until your talk to somone who will look at your account.
If your really don't like dealing with a large company like PayPal, perhaps a debit card with the large company isn't right for your finances.
