Refunded buyer and i have minus balance ???

I sold an item and the buyer opened a case on ebay that he did not receive the item !

I have refunded him through the case and when i have checked my pay pal balance it went from 98.92 to 98.62 .

Why i am minus 0.30 cents ?

Shouldn't i have 30.14 cents ?

The item was sold for 4.60 and it says fee reversal from pay pal 0.22 cents .

I will wait for a reply soon from you !

When you issue full refund, PayPal charges 30 cents, or rather it keeps the flat rate portion of the PayPal fee while refunding the % rate portion.
