That's good old scam artist PayPal at work, they are holding your funds like they do millions of other account holders to collect the interest while it sits in there bank. PayPal and eBay are run by crooks who will eventually burn in **bleep** 🙂 I would personally recommend that after you receive your funds to close your account and find an alternative, as this will continue to happen to you, best of luck to you and I'm sorry that people just don't do business the way they are supposed too.
