Refund Failed

My purchase was refunded by the seller but the first time PayPal process said the seller had insufficient funds, and that PayPal will retry the refund in a couple of weeks. If it fails the second time does that mean I will never get my money back? How do I get that rightful amount refunded back into my account?

You should get your money back - can't say how long it will take.  You may want to contact customer support for assistance.  This can be done by clicking on the Help link, on the next screen, click on Contact Customer Support, from there you can phone.
