I mistakenly issued a refund for a payment before receiving the item back. This is my first time doing this, and when I clicked on "issue refund", I didn't think that it would happen right away, I just thought that I was agreeing to issue a refund once the item was returned. The buyer is harassing me through phone calls and texts, and is coming across like a scammer, and I don't want to return his money until my item is returned. I see that there is no option to cancel a refund, but can it at least be disputed due to extenuating circumstances?

You can't refund a refund.
Lets hope your buyer is honest and sends the item back but you can't force them to do so now.
