After creating my PayPal account with email and card number, do I need to link my PayPal to a bank to receive money?

Yes, if you want to withdraw money you receive in your PayPal account to your bank account.

You must have received at least $500 with in the last 12 months in order to get the PayPal business debit card with a personal account. Otherwise you need a business acct. It is also important to have Verified account so you have less problems with using your account. You can verify your account by completing two out of three steps: linking and confirming your bank account, verifying your credit or debit card information and/or providing your social security number.
