Receiving and sending $ on a NON verified account QUESTION

If my account is not verified and someone sends me $, can I send that $ back without any issues?

Basically if 10 people all send me $1000, at the end of the month I now have $10,000 in my account.

Can I send out $5000 of it back to them if I wanted to? As long as $ is in my paypal account I can use those funds to send? Or am I missing something.
