Someone is sending me a payment but he keeps on getting an error. I haven't changed anything in my paypal account.

Ask the sender what method was being used.
Ask the sender about the sender's account and backup cards linked.
Are there any currency exchange issues?
Let the sender just use a different payment method than what was used. We have no clue about what the sender is actually doing.
