Received email to finish setting up new account I don't want

I recieved an email saying it is from Paypal telling me to finish setting up my new account.  I don't recall trying to set one up, but may have started on in error.  I have an account I have had since 2000 that has served me well.  I do have a small business selling finches that I have page for on Facebook now and I seem to recall a while back it trying to get me to set up a "Payment method" for that even though selling animals thru Facebook is not allowed. The email does not tell me what type of account it is trying to get me to set up...business or personal.    I really don't want an additional account and am not 100% sure it is a legit email as the URL it wants to take me to begins with "www.esl.paypal......".   How can I find out if this is legit and if so, cancel the "new account"?

You can do this:

 

* Forward the entire email to:    spoof@paypal.com.
* Do not alter the subject line or forward the message as an attachment.
* Delete the suspicious email from your inbox.
* Never click on any links within the email or open any attachments.
