Ok im looking to buy myself a billiard cue,so im curious how Goods and Services work,when i make a payment to seller as Goods and Services can he use that funds immediately or he has to wait for a some period of time,cause there is a option that i never get it and i make a dispute to get my money back😀

You need to go and read up on paypal buyer protection so you can risk assess your own transactions.

A seller gets paid immediately, paypal doesn't do escrow.
