It may potentially be possible to withdraw your funds to a prepaid debit card that you have linked in your wallet, but only if it is eligible for withdrawal. The system checks the debit cards in your wallet for eligibility when you choose to withdraw, and will present any linked cards as withdrawal options at that time. If the card is linked and confirmed and is not showing as a withdrawal option, then it is not eligible for withdrawal.
Another option is the PayPal Cash debit card. With this card you can withdrawal money from your PayPal balance at ATM machines.
Here is the PayPal link for the Cash card.
