Paypal asking to add card, not using available balance

I have made sure preference is set to paypal balance for online transations. But still it is asking to add card.

Pls help.

I understand you're trying to check out with a sufficient PayPal balance, but you're being asked to add a debit or credit card to complete your purchase. You may still use your PayPal balance to fund your purchase, but you may be asked to add a card for a couple of reasons:

• Some purchases may require a backup payment method such as a card or bank account.
• Some merchants may only accept payments from buyers with a confirmed address.
