Paypal Issue - Is there a purchase cooldown?

I currently have good amount of money on my paypal, however I made a purchase online 30 minutes ago and sent 82 USD to someone. Now, I was going to make another purchase and send 220 USD and it pops up the message "We're sorry we couldn't send your payment right now".

Is there like a cooldown or anything like this?

Have you verified your paypal account by adding a card?

Yes, my email and phone is confirmed.

I have successfully linked a credit card and a bank account to my account.

You need to wait about 1-2 days till you can send again. You can send in low amounts ($1) example i send $20 and i could only send low amounts till i couldn't any more so i waited and it got fixed! Kudos if i helped you! 😄
