I'm not able to recieve payments to my Paypal account, the website that is sending the money said"PayPal has denied the transfer to your account (reason code: 3148)." my country is on the paypal list!

Which Country is it? Have you added and confirmed a Visa card or a US bank account?  And have you selected a region for your PayPal account?

My country is on paypal list (Bosnia & Herzegovina). I have comfirmed Visa card. How can I check am I select a region for my PayPal account?

Look for any setting that has to do with selecting the country of your account.  (i.e. Nationality field found on the Summary page or check your billing address settings).
