It direct me to send money to my daughter through her phone number but where does that money go?

I think it goes to the bank they have setup with PayPal. I paid a friend like this awhile ago.

Welcome to the community! I'm sorry there's any confusion about how someone receives payments that are sent to their phone number. I'm happy to help!

Once a mobile phone number is added to a PayPal account and confirmed, it can be used to receive payments to that PayPal account, just like the email address on the account can be used to receive payments. Once the funds are in the PayPal account, they can be spent or withdrawn.
