Payment declined

Each time I try to send a payment it says payment declined I do not have a bank or card linked I can't even send 1 cent.

So you're just trying to send a payment using PayPal funds? You should be able to do that with verifying, but there's a chance that's causing an issue.

Sounds like you need to go through the process of verifying/confirming the account by adding a bank account and credit or debit card. Once you do this it will lift potential limitations that could be keeping you from sending payments.
